BRAZIL: Rio's tragedy and political negligence

At least 231 people have been killed in Rio de Janeiro after the highest rainfall on record led to flooding and landslides. The death toll is likely to increase, with some 200 people still missing. Despite the exceptional circumstances that caused the tragedy, specialists said that it was largely preventable were it not for the political negligence that is commonplace in Brazil.
